MDF organizes operational work through defined departments so programmes have an accountable institutional home. Departments provide specialist leadership while collaborating where a programme requires more than one discipline. Green, Blue & Circular Economy is a central functional agenda within the Department of Public Health and Environment, not a separate department.

Public Health & Environment

Leads environmental restoration, climate action, natural resources, public health and related field programmes. Green, Blue & Circular Economy is a central functional agenda within this department.

One accountable command flow

Titles describe responsibility, while the departmental attachment shows where accountability sits. Every operational role should connect to a defined department.

Department Director

Provides departmental leadership, accountability and the connection between specialist delivery and executive management.

Managers

Department Managers and Program Managers convert approved priorities into managed workplans, teams, programmes and performance responsibilities.

Officers

Provide technical or functional delivery. Titles should identify the function, for example Green, Blue & Circular Economy Officer within Public Health & Environment.

Coordinators

Coordinate approved activities, stakeholders, follow-up, evidence and communication under the appropriate management structure.

Volunteers

Contribute to approved activities under defined supervision, safeguarding, responsibilities and reporting arrangements.

GREEN ECONOMY

Land, landscapes and nature-positive livelihoods

Connects terrestrial restoration, sustainable agriculture and agroforestry, bamboo, nurseries, seed systems, biodiversity, ecosystem services and green enterprise with community opportunity.

BLUE ECONOMY

Coasts, oceans and sustainable blue livelihoods

Connects mangroves, coastal and marine ecosystems, fisheries-linked livelihoods, BMUs, community conservation, ecotourism, blue-carbon pathways and responsible coastal enterprise.

CIRCULAR ECONOMY

Resource efficiency, value retention and local innovation

Promotes waste reduction, reuse, recycling, repair, value addition and sustainable production so materials and resources remain useful for longer while reducing environmental pressure.
